MLC protects clients from this risk by writing independent, future-proof specifications that evaluate manufacturer stability, lifecycle cost, serviceability, and regulatory compliance.

Our Role
We help municipalities before bids are issued, when expectations are being set, requirements are being written, and the long-term outcome of a project is really decided. Modern LED lighting isn’t just a bulb swap anymore. It comes with new terminology, new variables, and new risks if it isn’t specified correctly. Our role is to help navigate that complexity and bring clarity, independence, and confidence to the process.

My Why
I’ve spent over 35 years in the lighting industry, and I’ve seen the same problem play out time and time again, lighting projects that missed their mark. Projects that failed to maximize energy savings, left rebate dollars on the table, or applied the wrong lighting solutions altogether.
Not because of bad contractors, but because of incomplete or poorly written specifications.
I’ve watched projects go out to bid where the outcome was already compromised. Municipalities were forced to evaluate options that were never truly equal, never fully optimized, and never aligned with their long-term goals.In most cases, the people making those decisions were doing their best, but what they didn’t have was an independent lighting expert on their side of the table.
That never sat right with me.
Because I know the impact the right specification makes—not just in energy savings, but in safety, performance, and long-term cost. That’s why I took my 35+ years of commercial lighting experience and founded Municipal Lighting Consultants.
My goal is simple: to ensure municipalities have the same level of expertise on their side that the rest of the industry already has on theirs. Working exclusively on the front end of procurement, we partner with municipalities to develop clear scopes, well-structured RFPs and RFQs, and evaluation criteria that align with both project goals and public purchasing requirements.
